WHEN WILL MINNESOTA JOIN THE EIGHT STATES + THAT HAVE FULLY LEGALIZED CANNABIS?
Full legalization will never reach the top of the legislative agenda at the Minnesota Capitol, meaning it will never become a priority for our state legislators, unless and until thousands of Minnesotans become organized to demand it! In 2018, Caucusing for Cannabis is arguably the most valuable way for full legalization supporters to contribute to the movement to end prohibition, and establish an adult personal use cannabis industry and home growing rights here.
WHAT DO WE NEED TO DO THIS YEAR?
We need everyone in Minnesota who supports the full legalization of cannabis to become a DELEGATE in the candidate endorsement process of the political party of their / your choice. You do this by attending either the Republican (GOP) or Democratic (DFL) Party CAUCUS MEETING in your local House District precinct on February 6, 2018 at 6:30 PM. To get full legalization legislation passed we need to ensure that most of our state legislators support it. We must organize as many supporters of cannabis legalization to become actively involved in state electoral politics as possible to influence our legislators to take the right position on this issue, and we must influence the election outcomes!
WHO ARE DELEGATES, AND WHAT IS THEIR MISSION IN CAUCUSING FOR CANNABIS?
Delegates are the voters who get the most attention from candidates during election years because THEY / YOU get to VOTE to ENDORSE candidates on behalf of the party. The candidates endorsed by their respective party typically end up getting elected several months later, on Election Day, the first Tuesday in November. This means that party convention delegates effectively decide who gets elected several months in advance of the November 6, 2018 Election Day! We want to help candidates who support full legalization to win their party endorsement, and to try to prevent Prohibitionists from winning their party endorsement. We also need delegates to advocate for full legalization to be placed on the official party platforms of both the DFL and GOP by introducing resolutions at your Precinct Caucus.
WHEN WILL THE CAUCUS FOR CANNABIS CAMPAIGN HAPPEN?
Well, it is a three-event process that works like this (as easy as 1, 2, 3):
(1) PRECINCT CAUCUS NIGHT — Tuesday, February 6, 2018, 6:30 PM: You will show up at either the DFL or GOP party Precinct Caucus meeting on February 6, 2018 at 6:30 PM to (1) SIGN-UP to become a DELEGATE for your House District convention, which will be scheduled on a later date TBD in springtime. (2) You will also bring a RESOLUTION, which is a document stating the imperatives for ending prohibition, with you to your caucus meeting, urging the party you caucus with to adopt the issue of fully legalizing cannabis on their official party platform. The DFL currently has the issue of full legalization on their official party platform thanks to previous Caucus for Cannabis efforts. We need the GOP delegates to organize and advocate for full legalization to be adopted on their official party platform at the 2018 state convention. We also need the DFL delegates to re-emphasize the public demand for full legalization with resolutions at their 2018 state convention.
(2) HOUSE DISTRICT CONVENTION — Varying Dates & Locations TBD in the Springtime
If you become a DELEGATE or an ALTERNATE (people who can substitute for delegates if they cannot attend the endorsement convention) for your HOUSE DISTRICT CONVENTION, you will VOTE there to either ENDORSE or BLOCK the endorsement of candidates running for Minnesota State Representative in your House District, AND you will lobby other delegates there to VOTE in favor of advancing your full legalization RESOLUTION to the State Convention on June 1, 2018. It is critically important, even imperative that you ALSO compete at the House District Convention to become a DELEGATE for the State Convention of your chosen party.
(3) STATE CONVENTIONS — Friday, June 1, 2018 in Rochester (DFL) and Duluth (GOP), Minnesota:
If you become a DELEGATE or an ALTERNATE (people who can substitute for delegates if they cannot attend the endorsement convention) at the State Convention, you will VOTE there to either ENDORSE or BLOCK the endorsement of candidates running for Governor of Minnesota. If the full legalization RESOLUTION advances to the State Convention, you will lobby other delegates there to VOTE to have the party adopt it as part of their official party platform.

The Minnesota Campaign for Full Legalization is a non-partisan organization. We encourage our volunteers and supporters to caucus with whichever party they choose. Many people caucus with the party they believe most represents their interests. Others will caucus with the party that is most likely to have a winning candidate in their own house district. We need legislators from both parties, and our next Governor, to champion full legalization. Caucus for Cannabis strategically, and vote smart, which means whichever party you caucus with, vote for full legalization champions, but DO NOT vote for Prohibitionists!
(D) CAN I SUBMIT A RESOLUTION AND SIGN-UP TO BECOME A DELEGATE IF I’M UNABLE TO ATTEND MY PRECINCT CAUCUS ON TUESDAY, FEBRUARY 6, 2018?
Yes, you can send an absentee letter with someone else who plans on attending, or you can drop off your proxy letter to the volunteers running your precinct caucus meeting. (E) WHY SHOULD I / WE CAUCUS FOR CANNABIS?
If you want to help end ‘marijuana’ prohibition, influencing the election outcomes is one of the most impactful things you can do in 2018. Party delegates receive far more attention from candidates than all other voters. The more people who attend their Precinct Caucus meetings statewide on Tuesday, February 6, bringing a full legalization RESOLUTION with them, and signing-up to become a DELEGATE, the more powerful our campaign becomes. If we can build enough momentum during 2018, we can dominate the convention process in 2020.
